The session was initiated by the Center for Strategic Research and Information and Analytical Development of the Federal Institute for the Development of Vocational Education (FIDVET). It brought together experts from BRICS member states and partner countries for a substantive dialogue on one of the most pressing topics in modern education. The primary goal was to share experiences and initiate the development of common methodological approaches to quality assurance in technical and vocational education and training (TVET).
Key Discussion Points and Outcomes
During the session, participants delved into the specifics of international Quality Assessment (QA) in TVET. The discussions were structured around a series of key questions, allowing for a concise yet comprehensive exchange of national experiences.
National QA Systems: Experts explored whether a unified TVET QA system exists in their countries and which agencies are involved in the assessment process.
Regulatory Frameworks: The session addressed the regulatory definition of "quality of vocational education" and the types of documents in which it is enshrined.
Assessment Areas: Participants shared the key areas and blocks used to assess the quality of TVET in their respective national contexts.
Unified Indicators: A pivotal point of discussion was the existence (or potential development) of a system of unified indicators for TVET QA.
Future Cooperation: Participants unanimously considered the work on converging TVET QA systems a highly promising direction for cooperation within the BRICS+ format.
As a result of these fruitful discussions, common directions for cooperation in the development of national TVET QA systems were identified.
The session launched a new research initiative of the Center for Strategic Research and Information and Analytical Development, FIDVET (Russia) in the field of learning outcomes assessment and performance of educational organizations with the aim to create a foundation for deeper integration and mutual understanding of quality standards among BRICS+ countries.
